中國日益擴張的威權觸角,正在改變世界各地行動者、流亡者與海外社群的生活樣貌,也不斷考驗各民主國家的韌性。
在這場演講中,台灣人權工作者李明哲將分享他親身經歷的跨國鎮壓。李明哲於 2017 至 2022 年間,因被中國當局以「顛覆國家政權」之名羅織罪名而遭關押。他將從第一線經驗出發,談中國如何對個人施加打壓,以及台灣與國際夥伴應如何回應。
與談人 塔什肯.多萊特則是一位維吾爾裔台灣人權倡議者,長期參與維吾爾、西藏、香港、中國與台灣等多個運動。他目前任職於台灣民主實驗室(Doublethink Lab),專注研究中國的影響力操作與數位威權主義。
兩位講者將共同討論:威權控制、假訊息與對離散社群的恐嚇,如何威脅人權與民主制度;以及在這樣的處境下,國際社會需要何種形式的跨國聲援、政策回應與公民社會合作,才能有效捍衛民主。
China’s expanding authoritarian reach is reshaping the lives of activists, exiles, and overseas communities and testing the resilience of democracies.
In this talk, Taiwanese human rights activist Lee Ming-che who was imprisoned in China from 2017 to 2022 for “subverting state power”, shares his firsthand experience of transnational repression and reflects on how Taiwan and its partners can respond.
He is joined by Tashken Davlet, an Uyghur Taiwanese human rights advocate with experience working across Uyghur, Tibetan, Hong Kong, Chinese and Taiwanese movements. Tashken works now with Doublethink Lab researching Chinese influence operations and digital authoritarianism.
Together, the two speakers will discuss how authoritarian control, disinformation, and diaspora intimidation threaten human rights and democratic systems, and what kind of international solidarity, policy responses, and civil society cooperation are needed to defend democracy.

李明哲 Lee Ming-che (中文)
跨國鎮壓對個人造成影響的典型案例。他於 2017 年至 2022 年間因被控「顛覆國家政權」而遭中國監禁;返台後,他持續投入非政府組織工作,推動民主與人權。他的經歷凸顯了威權政體跨境行動所帶來的直接後果,也顯示國際間民主倡議的重要性。
Lee Ming-che (English)
Lee Ming-che exemplifies the human impact of transnational repression. Imprisoned in China from 2017 to 2022 on charges of “subversion of state power,” he has since returned to Taiwan and actively engaged with Non-Governmental Organizations to promote democracy and human rights. His experience underscores the direct consequences of authoritarian cross-border actions and highlights the importance of international advocacy for democratic values.
塔什肯.多萊特 Tashken Davlet (中文)
一名維吾爾裔台灣人。作為流亡中的第二代,塔什肯長期投入維吾爾人權議題及更廣泛的中國人權問題,並與台灣人、中國人、香港人、西藏人及維吾爾人等社群合作,累積跨族裔與跨地域的行動經驗。
目前,塔什肯任職於「台灣民主實驗室」(Doublethink Lab)。該機構致力於研究中國的惡意影響操作與資訊戰,並深入分析其在區域與全球層面的衝擊,其核心目標在於強化民主社會面對數位威權主義時的制度與社會韌性。
Tashken Davlet (English)
An Uyghur Taiwanese. As a second generation in exile, Tashken works on the Uyghur human rights issues and the broader Chinese human rights issues, having experience working with Taiwanese, Chinese, Hongkongers, Tibetans and Uyghurs.
Currently, Tashken works for Doublethink Lab, a Taiwanese organization that focuses on researching malign Chinese influence operations and disinformation campaigns while investigating their impacts, with the underlying goal of strengthening democratic resilience against digital authoritarianism.
